Context:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of WaterAid International and uses the brand name ‘WaterAid’ in India.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bhopal, Raipur, Bhubaneswar, Bengaluru, Hyderabad, Patna and Lucknow. We currently work in 11+ states across the country.
WAI’s Programme focus in the next five years is on ensuring that communities – especially low-income families – are WASH secure i.e. with assured access to safe drinking water at the household level; with safely managed sanitation’ institutions such as anganwadi’s, schools and health care facilities with adequate and appropriate WASH infrastructure and with good hygiene behaviours. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate this adoption on scale.
Roles & Responsibility:
- Programme:
• Planning, implementation and supervision of infrastructures work.
• Conduct supervision, and on-demand monitoring and site visits to ensure quality standards.
• Support risk assessments and check critical quality standards.
• Prepare details design, drawing, DPR and estimates for all water and sanitation related activities.
• Location identification for demonstration of different onsite safe sanitation technology models.
• Support to district coordinator and team to plan and execute the infrastructure development activities.
• Support to MIS and Documentation Assistant and other staff on procurement and other MIS. related documentation activities.
• Capacity building and technical inputs to project team based in district.
• Technical support to district administration on JJM and SBM.
• Provide technical support to state and district administration on appropriate technology selection, impact assessment, evaluation and detailed Project Report on Liquid Waste Management.
• Support to regular project updates and donor reports.
• Facilitate WAI project related assessment, monitoring/quality assurance, donor visits, audit visits
• Support concerned Gram Panchayats in building their village level plans on technical aspects of WASH.
• Provide inputs on best practices with regard to rainwater harvesting and water conservation with a view to ensuring sustainability of the drinking water source.
• Identify processes that can lead to better governance of drinking water schemes including pricing and tariffs to ensure cost recovery and appropriate maintenance.
• Identify and establish relationships with other experts who can add value to WAI’s efforts with regard to safe, assured drinking water at a household level.
• Undertake any other activity/ work as directed by Line Manager or Supervisor looking at larger program commitments in WaterAid. - Administrative:
• Ensure deliverables committed under the project as planned
• Follow financial procedure of WaterAid on procurement process and expenses and support first round verification of bills.
• Consolidate and compile the reports of monthly field works with statement of verified bills Ensure timely utilisation of project Budget and keep track of the variance as per monthly plan for infrastructures.
• Support internal and external audit visits.
• Ensuring effective utilization of infrastructure development budget with quality standards.
Eligibilities and Qualifications:
- Qualification/Experience:
Graduate/ Degree in one of the following:
i. Civil engineering
ii. Environmental engineering
iii. At least 3 years’ experience in a non-governmental organisation, supporting district level WASH projects.
iv. Sound knowledge and experience in working with contractors (individual and agency)
v. Experience working in close coordination with government departments, local Panchayats - Skills, Aptitude and Attitude:
i. Proficiency in making AutoCAD Drawings & modelling. Knowledge of the Microsoft Office suite (Word, Excel, PowerPoint).
ii. Understanding of basic financial management and reporting relating to construction activities
iii. Proficiency in Hindi and English (working knowledge is fine). Knowledge & proficiency in local language (Chhattisgarhi) is desirable.
iv. Excellent organizational, logistical and communication skills; Good writing skills
v. Knowledge & understanding of the local cultural context, governance and systems will be desirable - Other requirements
i. Proactive and self-motivated individual capable of engaging persuasively with various stakeholders
ii. A self-starter, able to work Independent
iii. Ability to travel extensively.
iv. Able to prioritise, set and meet deadline
